Crumbling Foundations in Connecticut: What Buyers Must Do Before Closing

If you are buying a house in Eastern Connecticut that was built between 1983 and 2015, there is one thing you need to do before you close — and if you skip it, you cannot go back and do it later.

Connecticut runs a state-backed program that pays up to roughly $190,000 toward replacing a foundation destroyed by pyrrhotite. But for homes purchased after February 1, 2019, the program requires that the foundation was tested or visually examined by a professional before the date of sale.

Close first and test later, and you forfeit access to the entire program. Not reduced. Forfeited. You would then be looking at a $120,000 to $200,000 repair with no assistance, on a house you already own.

That is the whole reason this article exists. Everything below is the context that makes that one sentence make sense.

What Pyrrhotite Actually Is

Pyrrhotite is an iron sulfide mineral. When it ends up in the stone aggregate used to make concrete, and that concrete is exposed to water and oxygen over years, the mineral oxidizes and expands. The expansion happens inside the concrete, and it cracks the foundation from within.

Three things about it make this problem different from every other defect you will encounter in a house.

It is slow. Damage typically takes 15 to 25 years to become visible. A foundation poured in 1998 might have looked perfect at the 2005 inspection, the 2012 inspection and the 2019 inspection, and be visibly failing now.

It does not stop. There is no treatment that arrests the reaction. Once it is in the concrete, it continues.

It cannot be patched. More on this below, but the short version: partial repairs do not work, and the accepted fix is lifting the house and replacing the entire foundation.

In this region the source was a single company. The former J.J. Mottes Concrete Company in Stafford Springs supplied aggregate containing pyrrhotite for decades, and Connecticut's assistance programs are all defined by a 20-mile radius drawn from that location.

Is the House You Are Looking At Even in the Zone?

Two filters. Both have to be true before you worry.

1. The build year

Concrete poured on or after January 1, 1983 and before December 31, 2015. That is the state's eligibility window for testing reimbursement, and it applies to additions as well — a 1996 addition on a 1940 farmhouse is in the window even though the original house is not.

A 1962 ranch is not at risk from this. A 1994 colonial is exactly the profile.

2. The town

Connecticut's testing program publishes two lists.

Towns entirely within the 20-mile radius: Andover, Ashford, Bolton, Chaplin, Coventry, East Windsor, Eastford, Ellington, Enfield, Hampton, Mansfield, Somers, Stafford, Tolland, Union, Vernon, Willington, Woodstock.

Towns partially within it: Brooklyn, Canterbury, Columbia, East Hartford, Glastonbury, Hebron, Lebanon, Manchester, Pomfret, Putnam, Scotland, South Windsor, Suffield, Thompson, Windham, Windsor, Windsor Locks.

In a partially-covered town, whether a specific address qualifies depends on where it sits relative to that 20-mile line. Do not assume either way — ask.

And do not read "not on the list" as "safe." The program states that a waiver process exists for homes outside the radius. It does not publish how that process works, so if you are outside the line and you have visible pattern cracking, call the Capitol Region Council of Governments at (860) 724-4277 and ask. Killingly, Plainfield and Sterling are on neither list, and buyers there should know the waiver is the path, not that the question is closed.

About That 35,000 Number

You will see "35,000 homes affected" in a lot of coverage. It is worth understanding what that figure is and is not, because most articles use it in a way that would talk you out of thirty thousand perfectly sound houses.

35,000 is the number of homes in the potentially affected population — the denominator. It is the state's estimate of homes that could have been built with the suspect aggregate.

The confirmed numbers are far smaller. A 2020 U.S. Government Accountability Office study found roughly 1,600 homes with confirmed pyrrhotite, with an estimated 4,000 to 6,000 more that could eventually develop problems. Connecticut's assistance program projects a total of 3,200 to 3,700 claimants by the time it closes in 2030.

So: real, serious, and worth testing for. Not a reason to write off a whole region. I sell houses in these towns every month and the overwhelming majority of them are fine.

Why Your Home Inspection Will Not Catch This

This is the part that surprises people, and it is the reason otherwise careful buyers get caught.

A standard home inspection does not address pyrrhotite. A general inspector will note visible cracking, but distinguishing normal settlement cracking from the specific horizontal-and-map pattern that indicates pyrrhotite, and assigning it a severity classification, is a separate specialty.

Neither will the appraisal. When a lender sued an appraiser in Connecticut to recover pyrrhotite-related losses, the court granted judgment for the appraiser — expert testimony held that identifying a crumbling foundation belongs to a qualified home inspector or a structural engineer, not to an appraiser. The appraisal is not your safety net here.

And a clean seller's disclosure does not mean the foundation is clean. More on this below, but it is the single most common misunderstanding I encounter.

If you want this question answered, you have to ask it deliberately and pay someone specifically to answer it.

What Testing Actually Involves — and It Is Faster Than You Think

Most people assume "testing the foundation" means drilling cores and waiting weeks for a lab. Sometimes it does. Often it does not, and that distinction is what makes this fit inside a normal inspection contingency.

The visual examination

A Connecticut-licensed Professional Engineer examines the foundation and assigns a severity classification following the state's published Visual Testing Guidelines:

Here is the part that matters to a buyer on a clock: if the engineer returns a Class 2 or Class 3, that severity-coded visual report is enough to support an assistance claim on its own. No core testing required.

Core testing exists for the basement that looks fine — Class 1 — where the only way to know is to sample the concrete itself.

Core testing, when you need it

A contractor cuts core samples (two is standard for an average house) and a lab analyzes them. Trinity College's concrete analysis lab, which does much of this work in Connecticut, runs two independent tests and reports back within about two weeks of the coring.

The result is not pass/fail. It is a percentage of pyrrhotite by weight, benchmarked against other tested homes.

And an important detail: the assistance program applies no percentage threshold. The presence of pyrrhotite in any measurable amount satisfies its eligibility test. You do not need a "bad enough" number.

What it costs, and what the state pays back

Lab work alone runs around $1,500 for two cores, plus the cost of the coring itself, so expect the core route to cost you something out of pocket even after reimbursement.

There is also a second, more generous path: HUD has confirmed that Community Development Block Grant funds can cover foundation testing at 100% of cost up to $5,000, administered through participating municipalities. Ask your town whether it participates.

One caution: the testing reimbursement program is funded from a fixed pool and runs until the money is spent. Confirm current availability with CRCOG at (860) 724-4277 before you count on the reimbursement.

The Rule That Costs Buyers the Most Money

I opened with this and I am going to say it again with the detail attached, because it is the reason I wrote this article.

Connecticut's Crumbling Foundations Assistance Fund — administered by CFSIC, the Connecticut Foundation Solutions Indemnity Company — is what stands between an affected homeowner and a six-figure bill.

For homes purchased after February 1, 2019, CFSIC requires that the buyer or seller tested for pyrrhotite, or had a visual examination performed, prior to the date of sale.

Read that again. Not before you file a claim. Before the closing.

A buyer who closes on a 1997 colonial in Tolland, notices pattern cracking two winters later, and calls an engineer then, is outside the program. The engineer will confirm the problem, and the answer will be that the window closed at the closing table.

The fix is trivially cheap by comparison: book a licensed PE for a visual examination during your inspection contingency. Reimbursed at 100% up to $400. On a house in the 1983–2015 window, in one of these towns, I treat it the same way I treat a septic inspection — not optional.

One more thing worth knowing: if the seller already has an open CFSIC claim, that claim can be transferred to you as the buyer, subject to the program's terms. On a house with a known problem, an existing claim is an asset in the negotiation, not just a red flag. Ask whether one exists.

What the Repair Actually Is

People hear "foundation repair" and picture crack injection and a few thousand dollars. That is not what this is.

The house is lifted. The home is set on cribbing and steel beams, utilities are disconnected, the old foundation is demolished and removed, and new footings and walls are poured. The entire basement structure is replaced.

Cost: roughly $120,000 to $200,000, with about $150,000 typical.

Duration: roughly six weeks to three months, and you cannot live there — water and electricity are off for the duration.

Partial repairs do not work. Two approaches get proposed and both fail. Building a new inner wall (around $90,000) leaves the exterior foundation deteriorating and pushing inward until the new walls crack. Epoxy injection seals existing cracks while new ones open elsewhere. A structural engineer quoted in a Connecticut investigative report put it plainly: he had not seen a repair that was effective, structurally sound and worth the tens of thousands it cost. Full replacement is the fix.

What the Program Pays — and What It Does Not

CFSIC pays a substantial share, not all of it. This is where realistic expectations matter.

Covered: excavation, drainage, waterproofing, backfill, foundation removal, relocating mechanicals and utilities, house lifting, new footings and walls with rebar, chimney rebuilding, concrete floors, hatchway, foundation coating, and yard grading.

Not covered: drywall replacement, porch and deck removal and rebuilding, gutters, landscaping, outbuildings, pools, temporary housing, meals, or transportation.

That exclusion list is why the GAO found homeowners typically remain responsible for roughly a third of total expenses. A congressman representing this district described it in 2026 as a major construction site where putting all the other pieces back together has largely been left to homeowners.

The maximum benefit is up to roughly $190,000 for a stand-alone home — raised from $175,000 in 2022, though the program's own published materials have not consistently reflected the increase. If the number matters to your decision, call CFSIC directly at 844-763-1207 and get the current figure.

Two supplemental funds also exist, both requiring a CFSIC claim first: Travelers runs a $5 million benefit program, and Liberty Mutual and Safeco run a $7 million fund paying up to $25,000 for current customers and $10,000 for former customers, where costs exceed CFSIC's maximum.

The deadline

Connecticut municipalities have been publishing notices through 2026 stating that CFSIC will not accept new claims after June 30, 2030. The program's superintendent has described a wind-down through 2031, and the insurance surcharge that partly funds it sunsets December 31, 2029 by statute.

Four years sounds like a long time. It is not, for a problem that takes fifteen years to become visible. If you are buying a house in the window now, the visual examination during your inspection period is what keeps the door open.

Will Homeowners Insurance Cover It? Almost Certainly Not.

The short answer is no, and it has been litigated thoroughly.

In Karas v. Liberty Insurance Corp., decided by the Connecticut Supreme Court in July 2020, the court held that a homeowner whose house has not actually collapsed must show the home is in imminent danger of collapse to trigger coverage. Because pyrrhotite deteriorates a foundation gradually over decades, that is an extremely difficult showing to make. Newer policy forms are stricter still, requiring the building to actually cave in or fall down.

The GAO found insurers have mostly denied these claims. CFSIC's own process reflects that reality — a claimant generally has to show an insurance denial or a prior insurer payment to proceed.

I could not identify any insurance product available in Connecticut that covers pyrrhotite foundation deterioration. Efforts to require insurers to offer such coverage were introduced in the legislature and did not become law. A federally backed insurance option was studied and deemed infeasible.

What Connecticut did do: insurers cannot cancel or refuse to renew a homeowners policy because of a crumbling foundation. You will not lose your coverage over it. You just will not be paid for it.

Financing a Home With a Known Problem

There is no mortgage rule that names pyrrhotite. What governs is the general property-condition standard, and it is decisive.

Fannie Mae rates property condition on a scale, and a C6 rating denotes substantial damage affecting safety, soundness or structural integrity. Loans on C6 properties are not eligible for sale to Fannie Mae, and if any portion of a dwelling rates C6, the whole dwelling does. Deficiencies affecting structural integrity must be repaired to at least a C5 before the loan can be sold, and the property gets appraised subject to completion of those repairs.

What that means practically: a severity-coded finding that puts a foundation into structural-deficiency territory turns a conventional purchase into a repair-contingent one. It does not necessarily kill a deal, but it changes its shape — and you want to know that during due diligence, not at underwriting.

What the Seller Has to Tell You

This is where the most expensive misunderstanding lives, so read it carefully.

Connecticut's Residential Property Condition Report — the form every residential seller completes, revised July 2025 — asks about pyrrhotite directly:

Question 41 asks about foundation testing or inspection by licensed professionals, including results and reports. Question 42 asks about foundation repairs and documentation. Question 43 asks whether the seller has any knowledge related to the presence of pyrrhotite in a foundation on the property.

Now look at what those questions actually ask. They ask what the seller knows.

A seller who has owned the house for twenty years, has never had it tested, and has never been told there is a problem answers "no" to all three — honestly, correctly, and with no obligation to go find out.

A "no" on the disclosure form is not a test result. It is the absence of one.

If a seller fails to furnish the report at all, you are entitled to a $500 credit at closing. Five hundred dollars against a $150,000 foundation is not protection. Your protection is the engineer you hire.

You may also hear about a separate Residential Foundation Condition Report. It exists, but it applies narrowly — to transfers of property in an affected municipality that was acquired by a political subdivision of the state, or through foreclosure or a deed in lieu. It is not part of an ordinary sale and you should not expect to see one.

If You Already Own an Affected Home

Two things most owners do not know.

Your assessment can be reduced. Connecticut Public Act 16-45 requires municipal assessors to inspect and reassess residential properties with defective concrete foundations, and a later act gives the assessor 90 days after receiving an engineer's evaluation to inspect and adjust. Contact your town Assessor.

A federal tax deduction may be coming. As of July 2026, the Casualty Loss Deduction Restoration Act had been advanced unanimously out of the House Ways and Means Committee and was awaiting a floor vote. It would allow affected homeowners to deduct foundation repair costs retroactive to 2021, including the ancillary costs CFSIC does not cover. Its status may have moved since — worth checking with your representative's office before you plan around it.

What I Actually Do for a Client

Here is the sequence, and it is not complicated.

1. Check the build year on the assessor's card. Free, takes a minute. Outside 1983–2015, this is not your issue.

2. In the window? Book a Connecticut-licensed PE for a visual examination during the inspection contingency. Reimbursed at 100% up to $400. This is the step that preserves everything.

3. Class 2 or 3? You have a severity-coded report that supports a claim without core testing. Now we are negotiating with real information — price, credit, repair contingency, or walking, and any of those is a defensible decision.

4. Class 1 and you want certainty? Core testing, about two weeks from coring, 50% reimbursed up to $2,000.

5. Ask whether an existing CFSIC claim is attached to the property. If one is, it may be transferable to you.

6. Never let a clean disclosure form substitute for step 2.

That is it. On a house in the window, in one of these towns, the cost of finding out is a few hundred dollars during a period when you can still change your mind. The cost of not finding out is discovering it after closing, when the program that would have paid is closed to you.
