Because the town rate is not the whole bill. Killingly’s town mill rate is 21.86 on the October 1, 2025 Grand List (fiscal year 2027), but the town also contains seven separate fire districts — Attawaugan, Dayville, Dyer Manor, East Killingly, Orient Heights, Williamsville and South Killingly — each levying its own rate on top, ranging from 0.34 to 2.25 mills. Most bill you directly rather than through Town Hall, which is why the second bill catches people by surprise.
Separately, the Borough of Danielson adds 3.59 mills. Danielson is an incorporated borough, not a fire district — a different kind of entity with a different statutory basis, though the effect on your bill is the same. So two houses a mile apart in Killingly can carry meaningfully different annual taxes on identical assessments. Ask which district a property sits in before you write the offer.

On the town rate alone, Putnam at 18.50 is the lowest reported in Windham County for Grand List 2025 (fiscal year 2027), followed by Thompson at 19.68 and Woodstock at 20.21. The highest is Chaplin at 32.884. But the town rate can be misleading: Putnam’s Special Services District adds 7.93 mills to properties inside it, which moves a Putnam house from the cheapest column to one of the dearer ones. Compare the combined rate for the specific address, not the town headline.

Pyrrhotite-related foundation failure affects a defined band of north-central and eastern Connecticut, and Connecticut runs a state assistance programme that can pay a substantial share of a replacement. The part that catches sellers out is the sequence: eligibility generally depends on the foundation having been tested before the sale, not after. Discovering the problem at the buyer’s inspection is the expensive way to find out. Sometimes — and it is worth checking before you fall in love with a unit. FHA financing on a condo generally requires the whole complex to hold FHA approval, not just the buyer to qualify. In Windham County only a small number of complexes have held approval at any given time, and approvals expire and have to be renewed by the association, so a complex that was approved last year may not be today.
