East Lyme has seven beach associations, and every one of them is a legal taxing district. Not an HOA. Their taxes are a lien on your property and they can foreclose on it. They add between 0.75 and 3.00 mills on top of the town rate, they bill you separately, and nothing on a listing tells you whether a house sits in one. Single-family homes here sold at a median of $550,000 in 2025.
I sell all over New London County, and this is the thing I end up explaining more than anything else in this town. So that's where I'll start.

Prices moved up and everything else basically held. That's a steady market, not a hot one, and I'd rather tell you that than dress it up.
There are seven special taxing districts in East Lyme, all of them beach and shoreline associations, all of them on Connecticut's official state registry. Here's what each one adds.

District rates come from the October 1, 2024 Grand List, which is the most recent one published. The effective totals are those rates added to the town rate of 28.01 for that same year. That's my arithmetic, so treat it as a sense of magnitude and not a current bill. East Lyme's FY2026-27 town rate is 28.95, up 0.94 mills.
Connecticut special taxing districts exist by state statute, formed under CGS §§7-324 to 7-329. Some of these were chartered directly by acts of the General Assembly.
Under CGS §7-328, district taxes "when laid shall be a lien upon the property in the same manner as town taxes," and the district may collect, enforce and foreclose those liens exactly as a town can.
So an unpaid beach association tax survives the closing and can foreclose on the property. It has to be searched and adjusted at closing just like a municipal tax. If you dispute an HOA fee, that's a contract fight. This is a different animal entirely.
There's a definitive answer here, and two ways to get it. Both come straight out of the statute.
District boundaries are recorded in the town land records. CGS §7-325 makes each district's clerk record its name and the description of its territorial limits in the land records of every town it sits in, and report boundary changes within 30 days. A competent title search will find it — ask your attorney to confirm district membership as part of the title rundown.
The town assessor already knows. CGS §7-328 requires the assessor to hand each district clerk an annual grand list of all property in the district. One phone call settles it.
Here's my checklist for a shoreline buyer: ask the listing agent flat out; confirm with the East Lyme Assessor; make the title search report district membership; get a paid-to-date letter from the district's own tax collector and not just the town's; and budget the district mills on top of the town mills.
An example of how real this gets. Black Point Beach Club calls itself "a special taxing district chartered by the Connecticut General Assembly," funds beach cleaning, groundskeeping, utilities, insurance and capital improvements, mails bills by June 1 due July 1, charges 1.5% monthly interest after August 1, and files liens after December 31. Your tax bill there comes with one parking hang tag and two bumper stickers.
What I couldn't verify for most of these associations: road ownership, water source, and exactly what membership gets an owner. The district status and the rates are solid. For entitlements, call the association's own tax collector — Connecticut's Office of Policy and Management publishes each one's name and phone number.
This one's current and it costs real money, and no listing is going to mention it.
Three East Lyme public water wells have PFAS contamination — Well 4A, Well 1A and Well 6. The town has already cut output from the affected wells so the blended water stays under current limits.
In 2026 the Board of Finance authorized $750,000 in design bonding, $378,000 for a PFAS removal facility at Well 4A and $372,000 for one serving Wells 1A and 6, with construction money to be chased the following year. The whole program runs roughly $17 million: two treatment plants and six 30-foot activated-carbon filters.
The EPA set enforceable limits on six PFAS compounds in 2024 with a 2029 compliance deadline. Roughly $1 million in federal loans and subsidies is expected, which leaves about a $16 million gap. The Water and Sewer Commission approved water rate increases of 5% to 20% by usage tier effective June 1.
What you should actually be asking:
Is this house on East Lyme public water or a private well? Ask that first, because it changes everything. Private wells sit completely outside the municipal program, testing is on the owner, and I treat a PFAS test as standard diligence on any private well in this town.
What rate tier am I in? The increases are banded by usage.
What I couldn't verify: the specific concentrations detected, or which neighborhoods get water from which well. Ask the East Lyme Water and Sewer Commission.
Buyers get tripped up by this constantly. Niantic is a census-designated place and village within the Town of East Lyme, a statistical geography and a mailing identity. It's not its own municipality or borough. ZIP 06357, about 1.5 square miles.
You pay East Lyme taxes, you vote in East Lyme, your kids go to East Lyme schools. The town's other village is Flanders, which is where the high school and the orchards are.
East Lyme revalues on the October 1, 2026 Grand List, and the new values first show up on tax bills issued in July 2027. The last revaluation was 2021, so five years of appreciation all land at once.
That FY2026-27 mill rate of 28.95 is sitting on 2021 values. Buy here in 2026 and the tax number on the listing sheet isn't the number you'll be carrying.
Public beaches: McCook Point Park and Beach, Hole in the Wall, and Cini Memorial Beach. You need a town beach pass, sold at Parks and Recreation, 41 Society Road. The beach association beaches are private.
Rocky Neck State Park runs 710 acres with a half-mile crescent beach, 160 campsites and three cabins. The Ellie Mitchell Pavilion there was built by the WPA between 1934 and 1937 in cobblestone & it holds 300 people.
The Niantic Bay Boardwalk runs roughly 1.1 miles of waterfront and links Cini Memorial Park to Hole-in-the-Wall Beach and McCook Point. It opened in 2005 and reopened in March 2016 after storm damage.
The Book Barn holds over 350,000 used volumes across the Main Barn complex and a downtown location. People drive from out of state for it.
East Lyme School District runs three elementary schools, one middle school serving grades 5 through 8, and East Lyme High School, which earned National Blue Ribbon distinction in 2017.
One thing people miss: East Lyme High School also educates Salem's high school students under a designated sending arrangement. So the high school serves two towns.
East Lyme has AE, VE and X flood zones. The map that governs is the New London County FEMA map effective July 18, 2011 — fifteen years old.
Under FEMA's Risk Rating 2.0, flood insurance gets priced property by property instead of by zone, so what your neighbor pays tells you almost nothing about what you'll pay. The town's own zoning office says buying flood insurance before new maps take effect locks in the lower-risk rate.
So get an actual quote by address before you waive the inspection contingency, and ask the seller for any elevation certificate they already have. Flood cost is the most common late-stage renegotiation I see on shoreline property in this county.
East Lyme sits well outside the 20-mile crumbling-concrete foundation radius around Stafford Springs. That drives diligence up in Tolland and Windham County. Down here it just isn't a concern.
Septic and well permits go through the Ledge Light Health District.
The town covers 34.0 square miles of land and had a 2020 Census population of 18,693.
101.1% of list at 27 days means you're in a steady market and your position is solid.
Three things I'd get ready. If you're in a beach association, have the district's current rate and a paid-to-date letter in hand before we list. The buyer's attorney finds these at title anyway, and a late discovery turns into a price reduction.
If you're on town water, be ready for the PFAS question. It's public, it's being fixed, and a seller who can walk through the program calmly does better than one who gets caught flat-footed.
And if you're on the water, have the elevation certificate and a current insurance quote ready.
